I picked this up last week. There is ample humor in the Lemony Snicket introduction and Reader's Companion, but the book proper was a fun reading experience. It read awkwardly at points (the text was translated from Italian) but I liked a lot of the ideas. I don't usually like talking animals, but I thought the bears were neat enough. I like the moral idea about the corruption of society (there was also an ok piece on Voltaire and Candide in the new New Yorker this week). The pictures are also interesting. Clever, I think is an appropriate word to describe this book. Clever without being annoying.
I'm not sure that kids would get this book, but sometimes I suffer low expectations.
There's not too much info on the Bears' author available in English on the web that I could see, but this looks ok.
